At 7:00 PM, Honorable Mayor Jess Starkey called the Meeting to order and led the Pledge of Allegiance.

The Minutes of the August 9, 2005 Regular Council Meeting and the August 22, 2005 Council Meeting were read and reviewed. Jim Moore noted several corrections: 1) Format for the 2006 Budget year…. 2) Second reading of Ordinance no. O-2005-19…. 3) Poor coverage by the Record Courier on the OGSO tournament…. 4) Letter from Police Chief Jack DeSalvo is attached (not read into) the minutes. Marian Garrett moved to approve the August 9, 2005 and August 22, 2005 Minutes as corrected. Second, F. Ballard. Ayes: J. Moore, S. Garrett, M. Garrett, J. Minotti, F. Ballard, R. Donham. Nay: none. Motion carried.

Village Fiscal Officer Shelley Craine presented the financial reports for July 2005 for review.

The Personnel Committee report was given by Jim Moore. He gave a brief update on the status of the village website.

Jim Moore gave the Police and Fire Dept. reports for August, 2005.

Mayor Jess Starkey indicated that he was going to appoint himself Park Director and Head of the Park Committee. Mark Manlove will check the legality of this issue.

Jim Moore gave the Personnel Committee report and reviewed a letter from the Windham Twp. Trustees concerning certain issues previously proposed by the Village during negotiation over an operating agreement. The next Windham Twp. Trustees Mtg. is on September 22, 2005.

The Finance Committee report was given by Marian Garrett. She made a motion to accept the July 31, 2005 Bank Reconciliation at a total of $378,515.84. Second, S. Garrett. Ayes: J. Moore, S. Garrett, M. Garrett, J. Minotti, F. Ballard, R. Donham. Nay: none. Motion carried.

Marian Garrett made a motion to accept the July 31, 2005 Payment Register, with a request for additional information on the Charge Summary, at a total of $99,043.50. Second, F. Ballard. Ayes: J. Moore, S. Garrett, M. Garrett, J. Minotti, F. Ballard, R. Donham. Nay: none. Motion carried.

Marian Garrett made a motion to pay Local Government Services an amount not to exceed 40 hours at $37.00 per hour to work with Village Fiscal Officer. Second, F. Ballard. Ayes: J. Moore, S. Garrett, M. Garrett, J. Minotti, F. Ballard, R. Donham. Nay: none. Motion carried.

Marian Garrett moved to accept a bid on a new 1-ton Diesel 4 x 4 Dump Truck with an 8 foot bed, a Meyers Snow Plow and Tailgate Salt Spreader. The payment is to be taken from restricted Fund 2011 (Street) and restricted Fund 2021 (State Highway). Two bids were submitted. Vantage Ford came in at $44, 481.00 and this included the Dump Truck and Salt Spreader. The lowest bid of $ 39,880.00 was received from West Gate Ford plus $3,000 for a Salt Spreader is being recommended by Kevin Knight, Village Street Superintendent. The salt spreader will not be purchased at this time. This vehicle will be leased. The first annual payment will be due in December, 2005. Annual payments will be made over the next five (5) years with a $1.00 buyout. Second, S. Garrett. Ayes: J. Moore, S. Garrett, M. Garrett, J. Minotti, F. Ballard, R.Donham. Nay: none. An update on the status of State Audit and the condition of the 2004 records was given by Marian Garrett. Jim Moore noted that the record were found in good shape because of the work of Marian Garrett, Shelley Craine and Mayor Starkey in getting them organized and in a manner in which they could be audited. Accounts Payable are in order by Vendor with all checks sorted by Vendor. Month-end Reconciliations have been ordered chronologically.

Status of USDA closing on the new E. Center Street Sewer Line project. Bids will be opened on September 23, 2005 in Council Chambers. Marian reported interim funding through USDA Rural Development will need to be sought.

Marian Garrett made a motion for Village Fiscal Officer Shelley Craine to attend training in Columbus for OPERS (Oct 6, 2005) and UAN & GASB 34 training (Nov. 29&30, 2005) with all travel expenses paid as required by the Ohio Revised Code. The training is provided at no cost to the Village with the exception of travel expenses. Second, J. Moore. Ayes: J. Moore, S. Garrett, M. Garrett, J. Minotti, F. Ballard, R. Donham. Nay: none. Motion carried.

Marian presented the Third and Final Reading of New Ordinance O-2005-12 to require owners of Rental properties to provide information as to tenants and occupants. Marian moved to adopt the Ordinance as read. Second, F. Ballard. Ayes: J. Moore, S. Garrett, M. Garrett, J. Minotti, F. Ballard, R. Donham. Nay: none. Motion carried.

A meeting with the Landlords will be held in Council Chambers on September 15, 2005 at 6 PM.

Jim Moore gave the Safety Committee report. He read the resignation letter of Full-time Police Officer Mark McComas, effective October 14, 2005. J. Moore moved to accept with regret. Second, F. Ballard. Ayes: J. Moore, S. Garrett, M. Garrett, J. Minotti, F. Ballard, R. Donham. Nay: none. Motion carried.

Jim noted that the Canine Unit of the Police Dept has been discontinued. The Canine (Gunner) that Mark worked with belonged to Schmidt’s of Macedonia, Ohio. The Dog was given to Mark McComas by Schmidt’s.

Jim mentioned that Police Chief Jack DeSalvo is continuing to pursue membership in the Portage County Drug Task Force at a revised cost. Other Police Depts. joining this Task Force are: Ravenna, Aurora, Kent, Streetsboro, Brimfield, Windham and the Portage Co. Sheriff’s Department.

Jim mentioned that Fire Chief Clair Simpson reported that the stolen radios have been returned anonymously. The Fire Dept. intends to replace the Red Pumper next year.

Scott Garrett presented a proposal for the Village to become a member of the Rural Water Resources as recommended by Village Administrator, Kevin Knight at $400.00 per year. This membership will provide equipment and workers as needed at no cost to the Village for the Water and Sewer Department. S. Garrett moved to accept. Second, R. Donham. Ayes: J. Moore, S. Kevin Knight reported that both Water Towers are on line. In addition, two water main breaks will be repaired. Water Hydrant flushing will be conducted on Sept 19-23, 2005.

No report was given by the Streets and Sidewalks committee due to Ms. Ballard’s absence.

No report was given by the Building and Property committee due to Jodi Minotti’s absence.

No report was given by the Planning and Zoning committee due to a lack of quorum.

Jodi Minotti presented a report for the Parks and Recreation Committee. A Talent Contest to be held in 2006 in the Community Building has been suggested. This will be a fund raiser for the Village.

Marian Garrett gave a report from the Economic Development and Long Range Planning committee. A meeting for Wednesday, September 28 will be held for the Good Start issues at 6 PM.

No report was given by the Record Commission.

No report was given by the Village Solicitor. Mark did inquire about payment to the Bonding co. for the South Main Street Sewer Line project of $38, 200.00.

Other Business: Shelley Craine offered her appreciation for the donations of materials and labor by: Jodi Minotti, Dennis Pratt, Kevin and Melissa Knight and Cliff and Shelley Craine for the remodeling and upgrade in the Restroom used by the Administration Office and the Police Dept.

Guests comments: Rosko Burkett wondered about the new Ordinance for Landlords and inquired as to whether this was only multi-family units or all rental units. Response: All rental units are required to be reported including single family units.

Rosko Burkett also inquired about the paving work on South Main Street. Response: Hot patch asphalt has not been put down.
