Minutes of the Recessed Council Meeting
from November 17, 2005
November 19, 2005
At 8:00 A.M., Honorable Mayor C. James Moore called the meeting to order and led in the Pledge of Allegiance.

Also in attendance: Village Administrator Kevin Knight, Rachel Barrett, Council Member-elect, Jason Debolt, Council Member-elect, and Fire Chief Clair Simpson
Village Fiscal Officer Shelley Craine was not present.
Rachel Barrett was sworn in by Mayor C. James Moore to fill the unexpired term (ending 12/31/05) left vacant by C. James Moore becoming Mayor on November 17, 2005.
Fire Chief Clair Simpson gave Council a hand written handout detailing the maintenance completed on the Fire Trucks. Claire stated that the trustees have approved the spending of $1209.00 for B&M parts and servicing to install a new battery system on truck #2815
Council reviewed the letter from Windham Exempted Village School Superintendent Ronald L. Niemic about the village plowing for the school. It was stated that Kevin had told council that this will be only for K.T. Elementary School and only until the school’s new plow truck arrives.
The council reviewed Lloyds tax spread sheet comparing cost of raising the income tax, broken down into the three possibilities that exist for paying.
Mayor Moore presented Ordinance No. O-2005-21, an Ordinance declaring it necessary in order to continue to provide services in the Village of Windham to increase the Village Income Tax by .5% effective January 1, 2006 and with an increase of the tax credit of .5% to a full 1% and declaring an emergency.
F. Ballard made a motion to suspend the rules. Second, M. Garrett. Ayes: S. Garrett, R. Donham, M. Garrett, J. Minotti, F. Ballard, R. Barrett. Nays: None. Motion carried.
M. Garrett made a motion to adopt the ordinance as read. Second, R. Barrett. Ayes: S. Garrett, R. Donham, M. Garrett, J. Minotti, F. Ballard, R. Barrett. Nays: None. Motion carried.
Mayor Moore presented Ordinance No. O-2005-22, an ordinance declaring it necessary to place a .5% General Income Tax increase with an additional .5% credit for Village residents on the ballot for the February 7, 2006 Special Election said increase to be effective January 1, 2006 and notifying the Portage County Board of Elections to cause notice of the election, and declaring an emergency and repealing all prior inconsistent ordinances.

Council President Rob Donham presented the new council committee assignments to council. Mayor Moore suggested condensing the committees to 3 or 4 committees and submitted an example of the Village of Mantua’s committees.
Marian Garrett asked if we thought it would be a good idea for the village to host the Portage County Bi-Centennial community talent show finals. It was a general consensus that it was.
Mayor Moore asked for volunteers to meet with the Rubino trust about possibly acquiring by donation the industrial property at the west edge of town on State Route 303. Rob Donham volunteered to meet with Mayor Moore and the Trust.
Mayor Moore discussed the need for a work session for the new Council in January, 2006 to discuss Council Committees and other issues. The work session meeting would be open to the public.
The Council discussed the need for an overall clean-up effort in the Village.
Scott Garrett talked about changing the utility bills back to post card billings, the pro’s and cons were presented and it was agreed that the cost savings was substantial enough to justify any inconvenience we may have with not being able to add inserts to the mailing. Landlord billing was again discussed at some length with no general consensus being formed.
Mayor Moore asked for the contents of the closed safety deposit box be attached to the minutes of the November 17, 2005 meeting.
