Rob Donham presented an amnesty program for the Income Tax Dept. for those we have not found, but strongly suspect are still out there. The Committee felt it would be better to think this through more carefully. Mark felt there were many issues involved in the impact of such action that could be detrimental to the village.

Marian reported on the meeting with Vantage Financial Services regarding our Health/RX benefit package. Anthem (our carrier) has made the Village eligible for a composite rating with the new contract effective March 1, 2006. (The past year we have been on an age-related billing because Anthem had increased the required number of enrollees to qualify for a composite rate). We need to publicize the Open Window period and try to have the data back to Anthem by mid-February. Agenda item for Council meeting.

It is the recommendation that Lloyd Billman begin observing payroll as of this first payroll in January. Ultimately we would like Lloyd to begin generating alternate payrolls so he can be confident if he needs to back-up the Fiscal Officer. We will also look at Lloyd being given responsibility for the PO process as suggested by Shelley. It is clearly understood that Lloyd’s primary responsibility is to keep the Income Tax Dept. current. Mark will check on what we need to do if anything with the Ordinance establishing the position the full-time Income Tax Administrator.

Kevin Knight will check with Ohio Edison on cost savings if all street lamps except at intersections were disconnected. We also need to validate the cost per lamp for billing the Windham Township Trustees for Township property lamps. We also need to determine what Ohio Edison will charge us for the disconnects. We would like this to be an agenda item by February 1, 2006.

Marian Garrett has the State Audit Engagement Letter with an estimated cost of $16,000 for our 2004 Audit. The State Auditors will not provide a 2005 Audit until such time that we are in balance with the corrections coming from the incorrect end balances in 2004 (before our current Fiscal Officer was hired).

Mark Manlove will talk with the on-site State Auditor (Ed Rance Jr.) to determine the steps necessary to utilize the Revolving Loan Fund money to facilitate paying the balance due on the South Main Street Water project. We would like to take care of this obligation as quickly as possible.
