Health applications have been distributed to employees for Medical Mutual to submit a bid on providing health insurance coverage for the Village. Anthem has their bid in for the composite rates. We will have a recommendation ready for the February 15, 2006 Regular Council Meeting.
Marian Garrett submitted a report for 2005 Expenditures by Object. Rob Donham will shrink it down and reproduce it for Council. Lloyd Billman will work on a spreadsheet showing our 2005 Revenue by month & source for projections for 2006. Shelley Craine reported that the Portage County Auditor’s office indicated that Anticipated Revenue and Permanent Appropriations will need to be filed by March 31, 2006.
The monthly $14,303.52 payment to the Bureau of Worker’s Compensation may present a problem in some months so we may need to authorize Shelley to withdraw from the Revolving Loan Fund to meet that obligation. The State Auditor’s recommend that Council needs to adopt a standing resolution to authorize monthly transfers out of the Water and Sewer Operating Funds into their respective Debt Reserve Funds to meet the annual debt obligation.
After considerable discussion it was decided to put the Income Tax issue on the ballot again in May 2006. Mark Manlove will prepare the necessary paperwork. Kevin Knight (Village Administrator), Police Chief Jack DeSalvo and Shelley Craine were asked to give considerable thought to where we can make the least painful cuts.
Shelley Craine and Kevin Knight submitted paperwork to substantiate closing down the Community Building as the Revenue from the 2005 Rentals were well below the actual cost of maintaining the building. Due to our severe financial constraints, this will be a Council agenda item.
Kevin also said the Building and Property Committee wanted Finance to consider moving the entire operation of Village Offices and the Police Station into the Community Building and perhaps demolishing the current Administration Building. Finance sent the issue back to the Building and Property Committee for some kind of plan on adapting the Community Building so it would work for the Police Dept and the Administration offices.
Bill Isler sent a letter sharing his concerns with the Village’s Income Tax Ordinances. Mark Manlove will check on the legalities. The Village officials are very aware and grateful to Mr. Isler and his family for their very generous contributions to the Village over the years.
The Finance Committee agreed that we should submit a request to Council authorizing pursuit of application of qualification for a Distressed Area designation.
