Minutes of Safety Meetings

Those present were: Jim Moore Committee Chairman, Bob Dumham, Member Scott Garrett, Jess Starkey Mayor, Jack DeSalvo Police Chief, Clair Simpson Fire Chief, Mark Manlove solicitor and Francis Ballard Council Member.

The junk ordinance was discussed relative to the best procedure to enforce. Solicitor Manlove expressed has concern about actively removing vehicles and junk without a court order. Mark said he contacted Kent City and that their procedures. Mark said it is important to make sure you are citing the right person or party and mentioned a recent court hearing where we had not cited the actual owner of the property, but a person who managing for the owner. Mark also said pictures need to be taken of the vehicles or junk and that the notices of the violation should be hand delivered if possible. Chief DeSalvo said he don’t have enough officers to chase down people violating this ordinance.

The new or amended Ordinance concerning parking violations and penalties, which had a 1st reading by council during the February meeting, was discussed. Mark said he incorrectly left out the part abut removing or immobilizing vehicles owned by people who have an outstanding ticket and who got another ticket after 14 days. The committee decided to amend the new ordinance as follows: 1st ticket $10.00 if not paid in 7 days it becomes $25.00. if not paid in 14 days it becomes $50.00. Any subsequent ticket while the 1st ticket is not paid will be $25.00 and the vehicle will be immobilized or towed if a new ticket is issued after 14 days and the previous 1st ticket had not been paid.

Chief DeSalvo requested a meeting with the council personal committee and the Police Dept employees concerning several issues. An outline of the issues was requested from Chief DeSalvo in order to begin gathering information to address their issues.

Fire Chief Clair Simpson said he submitted to Mayor Starkey the annual Fire Dept. inventory and that there was a grant in place with the State Fire Marshall’s office for turn out gear

Chief DeSalvo reported a $5,000.00 donation received from a friend of councilwoman Marion Garrett and that he was putting it in the Crime Prevention Fund. Jack said he has 7 officers who need new vests.
